If only some of the onerous environmental regulations were removed (oh, wait, the Trump Admin did that) and if the plants were allowed to create fertilizer (oh, wait, the Trump Admin has done that, too.)
Now it's directly in the states' laps. Sadly, the ability to do it in California is gone, but then again so are most of the refineries.

Sadly I notice the countries we depend on for fertilizer are not exactly friendly with us at this time.

Now read up on nitrogen and ammonia extraction from natural gas, oil and coal tars. We have the ability to supply the world with nitrogen and ammonia, but our environmental regulations, doubled, tripled and quintupled during the Obamanation and Biden's non-presidency, had eliminated the US's ability to manufacture our own fertilizers.
Then there's states' regulations that allow foreign fertilizers to be purchased, imported and transported but not locally made fertilizers to be purchased, exported or transported.
We have the ability. We had the ability in 2020 during the Covidiocracy. We had the ability in 2022 when Russia invaded Ukraine and shut down Russian made ammonia and nitrogen (from their natural gas, oil and coal tars.)
We could be exporting to the world. Instead, thanks to bad trade agreements and bad environmental regulations, we... suck. Suck bigly. Suck because 'progressives' and 'liberals' and 'environmentalists' hate us and our ability to do anything.
