They were simply exercising their right to free speech. I hope it wasn't the city who discolored a public street.
Yet it's totally okay to (checks notes) burn the US flag, sing the National Anthem in not-English, pull down statues, desecrate cemeteries (against laws that Congress passed, yes, Confederate cemeteries and memorials are all, by federal law, US military cemeteries and memorials,) burn federal buildings, loot and pillage and burn, set limousines on fire, totally trash federal properties while protesting anti-green movements, steal federal funds, forcibly mutilate children, murder unborn babies, and on and on.
They were just expressing their civil rights. They didn't draw a nazi symbol or a confederate flag, both symbols of... the left. Which the left say is a right-wing hate crime because they're stupid sheep that have been indoctrinated and uneducated and...
(No, I'm not anti-Confederate. I firmly understand the reasons behind both sides' actions during the Civil War, both sides were right and wrong. But the South was basically run by the Democrat party, which even then was controlled by rich elitists who used the system to do whatever they wanted to. The very same Dem party that says it's always been the party of the little people (which, no, it hasn't.)
If burning an American flag is free speech, then certainly desecrating the holy and sacred "Pride" flag is also free speech.
It could have been worse. They could have been wearing MAGA caps, in which case they'd be eligible for the death penalty.

Yes. Which is why I listen not to the Lavender Mafia of the Catholic Church. They have made me... a semi-Protestant. My church is here in my home and my heart. As to Rainbow Rulers here, well, it's time, past time to use the US version instead of the British version of "smoking a fag." If'n you know what I mean.
Our courts treat burning a Mexican flag or a Russian flag or an Iranian flag or an ISIS flag or, well, Horribly-Horrible-Regime flag as a hate crime. Or one of the 5,000 variations of the 'evil people' flag.

Would smearing a mix of semen and excrement on a “pride” flag be desecration? Or would it be their equivalent of a sacrament?
